I'm trying an over the counter cream for menopausal symptoms and the cream doesn't seem to absorb. It feels waxy and balls up on my skin. Is this typical?

There are many cream products on the market both by prescription and over the counter with a variety of bases to the cream product. Some have a wax base which is intended to be applied to clean skin, rubbed on carefully and left to penetrate over time.

Other creams have a lotion base that when applied seem to absorb better but may wear off sooner than the wax base product.

You should be able to find alternative products with a different base that compliments the way your skin absorbs transdermally. One alternative is to ask at a compounding pharmacy about any over the counter products made in their lab. They can often take a product and create a product that works for you by changing out the base cream/lotion ingredient.
