A binder is more of a personal decision than anything else. I had a TAH BSO (with 6-inch incision) and never felt like I needed one. Some women swear by them.
The same goes for panties - it is a personal decision. I used the same underwear I did before surgery. I like high-cut briefs, and the waist band was just above my incision line. So it all worked out.
