Vitamins

I am taking Vitamin E 800 IU once a day. Now someone told me that I should break it down to 400 IU twice a day. Does it matter if its once a day or twice a day? and why?

Could anyone explain water soluable and fat soluable to me? I know something like water soluable is excreted in our urine and if you take more that necessary that the excess becomes expensive urine. That fat soluable is stored in our fat cells.

But what does it mean in terms to what or how we take vitamins?

I don't take vitamin E so I haven't any first hand experience with whether it's better to take it once daily or twice, I imagine once would be sufficient as it's fat soluble and so you should build up some storage of it.
Vitamins A, D, E & K are all fat soluble and all this means is that any we amounts we take or derive from other sources i.e. food/sunlight etc.are stored in fat cells. If we get too much of any of these vitamins then the body does not clear them as easily as water soluble (which as you said are flushed down the toilet if we have excess). This is a potential source of toxicity to the body, but in the absence of symptoms of toxicity, there shouldn't be any problem. Your body will normally let you know if something like that is going on I would imagine, but caution is advised especially with things like Vitamin A (the recommended dose is fairly low and it would be easier to overdose). There are a lot of good sources on the net about vitamins, their interactions, toxicity etc. (sorry but I've misplaced my own personal list).
